This is the annual meeting for the residents of the Town where they are able to question the Mayor and Town Clerk on the conduct of the Council for the previous year and raise any issues to be addressed in the following year.

  • The committee shall consist of nine members.

Delegated Business

  • The committee has delegated authority to deal with the following matters to conclusion, working within the budget allocated by Full Council:
  • To consider and resolve issues relating to the administration and maintenance of the Council offices, other properties owned by the Town Council, such as all public open spaces, children’s play areas, allotments and the closed churchyard;
  • To maintain existing bus shelters and street furniture and consider provision of new items where necessary within the approved budget;
  • To consider and resolve issues affecting roads, development and environment or relating to planning matters (excluding those items usually sent to the Planning Committee for comment in the Town Council’s role as a statutory consultee on matters relating to development control) upon which the Town Council is consulted or in which the Town Council has an interest, except those issues to be referred to the Town Council;
  • To liaise with Wiltshire Council on the continuing regeneration and re-development of Melksham Town Centre;
  • To manage and lead the process of redeveloping the Assembly Hall;
  • To set up such Sub-Committees and Working Groups as necessary on which the Chair and Vice Chair of Policy and Performance shall normally serve by default (see Standing Orders Clause 42).

Referred Business

  • Budget estimates to be prepared no later than November each year;
  • Provision of additional recreational facilities deemed necessary or desirable including children’s play equipment and sites;
  • Provision of land for cemetery use;
  • Provision of appropriate resources for the Town Council to be able to carry out its day-to-day business including the provision of community space for public events;
  • Any other matters referred to the Asset Management Committee by the Town Council, which is not otherwise within the Asset Management Committee terms of reference.

  • Budget estimates to be prepared no later than November each year;
  • To consider matters relating to town centre events organised either by the Town Council or other organisations.
  • Allocate grants and donations within the agreed criteria and budget of the Town Council;
  • Set up such Sub-Committees and Working Groups as necessary on which the Chair and Vice Chair of Policy and Performance shall normally serve by default (see Standing Orders Clause 42);
  • To work with partner organisations and authorities to help deliver the Council’s Corporate Plan;
  • To identify opportunities for partnership working for the betterment of the community of Melksham.

  • Matters relating to the Community Area Transport Group;
  • Any other matters referred to the Community Development Committee by the Town Council, which is not  otherwise within the Community Development Committee terms of reference.

The following matters shall be reserved for decision by the Town Council, but the
appropriate Committee(s) may make recommendation for the Council’s consideration:-
  • The Precept;
  • Borrowing money;
  • Making, amending or revoking Standing Orders, Financial Regulations, Duties and Powers of Proper Officer provisions;
  • Making, amending or revoking By-laws;
  • Making of Orders under Statutory Powers;
  • Matters of principle or policy and adoption of Council Policy.
  • Consideration of comments and recommendations made by the District Auditor.
  • Nomination or appointment of representatives of the Town Council on any authority, organisation or body, (except approved conferences or meetings);
  • Nominate members of the Personnel Sub-Committee and Finance Sub-Committee;
  • New powers or duties;
  • Prosecution or defence in a Court of Law;
  • Nomination or appointment of representatives of the Council to any enquiry on matters affecting the Town;
  • Receive Reports and recommendations referred to the Town Council from the various Committees/Sub-Committees;
  • Authorise the sealing of various documents with the Common Seal;
  • To appoint representatives on outside bodies or joint bodies;
  • To confirm the appointment of the Town Mayor/Deputy Town Mayor;
  • To confirm the schedule of meetings of the Town Council/Committees/Sub-Committees for the ensuing year.
  • Any other matters not delegated to a Committee or Sub-Committee or referred to the Council by Committees or Sub-Committees.

  • To deal with any matters pertaining to the Licensing Act 2003.

Delegated Business

  • The committee has delegated authority to deal the following matters to conclusion:
  • Review the Town Council’s Policy Documents and update as necessary at the request of the Town Council;
  • Make any changes to policy as requested by the Town Council;
  • Review and revise Standing Orders and Committee Terms of Reference at the request of the Town Council, advising the Town Council when such review and revision may become necessary;
  • Set up such Sub-Committees and Working Groups as necessary on which the Chair and Vice Chair of Policy and Performance shall normally serve by default (see Standing Orders Clause 42);
  • Monitor and report on the performance of the Town Council in meeting the objectives set out in its Corporate Plan;
  • Monitor and report on the performance of the Town Council on matters relating to the budget and finance;
  • Monitor and report on the performance of the Town Council on matters relating to customer satisfaction and reputation management;
  • Attend to matters referred by the Town Council or not specific to another Committee;

  • All matters of policy;

  • Monitoring the performance of the Town Council in meeting its obligations, Corporate Plan and internal objectives.

Terms of Reference

  1. Frequency
    1. The Staffing Committee will meet on a quarterly and on an ‘as required’ basis.
  2. Membership
    1. Three voting members plus Town Mayor and Deputy Town Mayor ex-officio and non voting.
    2. A quorum of three voting members at each meeting will apply.
    3. Members of the Staffing Committee will be provided with training on an ongoing basis, which they will be expected to undertake.
  3. Responsibility
    1. To oversee the employment of all staff within the Town Council in line with the management structure.
    2. To consider, and bring to a final conclusion any matters emanating from Grievance and Disciplinary procedures applicable to all members of staff employed by the Town Council.
    3. To discuss with the Town Clerk, and staff concerned, any issues relating to staffing matters, pay levels and staffing structures and make recommendations to the Town Council as appropriate.
    4. To conduct the annual appraisal and To act as line manager of the Town Clerk.
    5. To seek external advice as deemed appropriate and notify the Policy & Resources Committee of any expenditure incurred as soon thereafter as possible.
    6. 3.6 To address any other personnel matters delegated by the Town Council.
